When he returned a second time to the islander's home, he was surprised to see her out-and-about instead of stumbling around in her pajamas like last time. While her apparel didn't scare him, it only made him wonder if she was going to keep on going with the tough charade, and make his job harder when she continued to resist. Really, he didn't see why she was so against it. He had explained clearly that the only thing happening would be a few German troops stationed at the country, and nothing more; no war, no fighting on his part, no trying to secretly take over and no bugging the civilians (at least those would be his orders, but you never knew what soldiers would do)..
No. All he wanted was for it to say on paper that the country of New Zealand was under German control, and that's it.
"Hallo, again," he greeted briskly, walking up to face the other nation. His attention to detail had made him notice two things: one, that she had a weapon, and two, that he had given her only a single sheet of paper to look over, but she had two. "Have you thought about my offer?" In honestly, he hoped she would take it, not only because it would make his life easier, but because he didn't see the point in destroying such a small island. Sympathy or a waste of resources? Maybe it was just both, or maybe it wasn't. 'I just hope she doesn't do anything stupid,' he though quietly, preparing himself for the worst just in case.
"Like I said yesterday, this is the final time I'm giving you this offer. If you refuse it, you're then an enemy of Germany and I can easily get some troops here." Twelve hour difference. In timezones. That made it about seven PM back at his home and seven AM here. It was true he could effortlessly call troops, but even then, it would take at least, least eighteen hours to arrive, and that was being generous with time.. But, she didn't have to know such details. "If you're planning to have something up your sleeve, best tell it now than try to get me off guard, because you won't.." He motioned silently to the papers in the islander's hands, wanting to get this done and over as quickly as possible; he had other business to attend to, of course.

New Zealand finally saw him approach. She put a friendly smile on her face as he greeted her. "Good morning, Germany."
she said politely. The way she talked and greeted him was as if she had completely forgotten his threats from the day before. Most questioned this ability to act as if nothing serious happened only hours ago (with New Zealand, sometimes this could be only minutes) but with New Zealand she seemed to make good friends by forgetting the bad things. "Oh I have, I've slept on it and I am proud of my decision. I think you will be surprised yourself too." She gazed over the paper for a moment as he spoke going over her list of conditions. They all seemed fair to her, nothing out of the ordinary and nothing asking for too much. Just reassurance that he would stick by his word. "And my offer still stands of the alliance," she said gazing up at him with a smile. "I'm never scared to be in an alliance with a stronger country. Nor am I afraid to say no." It seemed as if she was taking this one way rather then the other. She paused for a moment and thought about what he said. "Well, I have troops headed toward my capital and several neighboring cities just in case. They are well rested and trained and ready to fight if they must. I've also given a suggested evacuation, so don't you worry." She paused for a moment and then began to talk again. "I agree to your offer Germany, but before you close this little meeting I have conditions. If you don't meet every single one of these conditions then I refuse your offer and I'm ready to fight." She stared at him for a moment letting it sink in. She seemed to be going one way with this and then she sort of turned the tables. However she really did expect a fight, what if he didn't like her conditions? Then she would indeed be in quite some trouble. She knew she wouldn't be able to stand up long on her own against Germany. But perhaps, yes perhaps by some miracle if he decided to reject these conditions then maybe she could win? Either way she was determined to gain something out of this experience rather then protection. [/blockquote]

Conditions. She had conditions?
To be honest he was by her words, and that she managed to jot down some conditions of her own. What he had hoped for was a simple agreement of the terms, then he would be on his way; however, it seemed it was New Zealand's life goal to make everything more difficult. Hesitant, Germany though over his options, a slight frown crossing his features.
After a solid minute of silence, he finally relented, giving a quick nod and a silent sigh. "Fine. I don't automatically agree to whatever these terms are, but I'll hear what you have to say." The Germanic nation saw nothing wrong with at least listening, and maybe it would appease the island somewhat, and make her easier to negotiate with. After all, if he ignored her and quieted her opinions, she might even become more belligerent. "I somehow doubt they'll be hard to meet, and if it can save the lives of some of my people.." This time around, he wanted to spare as much of his soldier's lives as possible. Even with that being said, he would still fight, as stubborn as the nation across from him when it came to his opinions and ways of thinking-- there would be no backing down.
Germany impatiently raised an eyebrow. "Just hurry so this can be over with." It would be either over with the tensions and clashing ideas and end with peace, or it would be over with the small peace and there would then be a war.

New Zealand squeaked happily and threw her arms around Germany happy he was willing to listen. "Thank you, thank you, thank you~"
she repeated before letting go and standing up straight. She thought this would be harder then she thought. In fact, Kura thought that he would just refuse it before she could say anything. Maybe she shouldn't have judged a book by it's cover, or perhaps it's past? Either way she some how got over the surprise and fixed her posture again feeling a little weird that she hugged him now. It was a random spur of the moment that was now behind her. "Okay, condition one," she pulled the paper up and gazed over the first condition. "I want you personally here, once a week to visit." She glanced up at him for a long moment staying completely silent. She got lonely all the way in the corner of the world. "Iggy never really could visit much," she mumbled under her breath with another long awkward silence. "If England gets mad and attacks you, or anyone who has been part of, or is part of the United Kingdom, I don't want to physically fight them. Verbally I will tell them to back down though. Physically though I refuse." She gazed up at him lowering the paper slightly staring at him for a long moment and then looking back down at the paper. "No telling me who to buy from," She quickly added. "And stuff like that for a few lines too. Oh, don't tell me who needs to be controlling my country, You can't attack me personally, OH~ here are the important ones." She paused for a moment once again reading over them. "If you end up ignoring me then I'm an independent nation again. You have to invite me over to your house too! I still get to speak for myself. We can have tea or something~ I'll bring the lolly cake. I would like you to discuss problems with me and I'll do the same..." New Zealand just had been seeming to put little ideas of what they could do in between serious business. After a while when she got to the part about rugby and football she kind of trailed off a bit and just stared at him running out of other important statements. "uhhhhhhhhhhh" She slowly handed him her list of conditions. "You sign that and I'll go on to signing your paper...." she said awkwardly. [/blockquote]

What just happened.
The German barely had time to tense at the spontaneous hug before he was struck with another surprise. Really? Was she being serious? The blond wasn't sure if he should be irritated at her not taking it seriously of laugh at her for doing so. Was it an attempt to relieve the tension? Was she being sarcastic? Or.. was she serious? None of her conditinos at all were what he expected, except for the one about not telling her what to do, that was a given. 'But visit..?' Ah. That was.. weird.
For a moment, Germany simply stood there, staring slightly at the shorter nation and knowing he was probably over-thinking everything. He still was unsure how to respond. "You're.. serious?"
Who could blame him for being confused? One moment they were ready to start an attack on one another, unable to agree on a compromise, and the next, New Zealand was waiting expectantly for Germany's response on her strange, almost amusing, list of conditions. Seeing her hand him the paper containing her thoughts, he saw she was dead serious. "Ah.." The nation knew at that moment that he would accept, for whatever reason. Perhaps it was that he feared she would add serious conditions if he waited too long, or that he just wanted to leave. Either way, that was the end of that; however, he knew time would be constricting (running an empire requires effort and constant moving around, so it wasn't like he had all the time in the world to sit down for.. what was it, lolly cake?).
He sighed, for probably the fifth time within a ten-minute period, before showing the fainting sign of a smile. "Alright, agreed." In a way, she reminded him of Italy, but at the same time they seemed entirely different. He guessed it was the mixture of stress and tension with other countries that for some reason made him glad, but it was really just that he was overwhelmingly relieved a confrontation had been avoided (but really.. it was an almost-attack followed by some incredibly strange conditions was amusing no matter how you looked at it). The issue of time management? He would figure it out later, but he knew he would have to keep up on that if he didn't want another mess to deal with on top of the rest.
He quickly signed the paper and handed it back to New Zealand, trying to regain his stoic composure. "Does this count as the visit of the week?" He assumed not.

New Zealand nodded. She was begining to remember all those times where she wasn't with England because they lived so far apart and he had other things to tend too. This made her sad that she had to grow up a good chunk on her own rather then with England. She had always looked up to England, she really liked him a lot. Perhaps thats why she stuck around for so long? That was the main reason she did stick around, she didn't really want to hurt his feelings. Perhaps she would grow attached to Germany just as she did with England? But she mainly made the conditions so that they could get along. She was sure Germany couldn't be that bad of a guy, so maybe compromise didn't work all the way but as far as New Zealand was concerned she said yes only to keep the peace and so that innocent people wouldn't have to die.
"I'm quite serious,"
she said. This time, her voice was serious. Her eyes reveiled deep thought and covering up conflicting emotions about her past. She wasn't about ready to explain what exactly she had to go through. But everyone had a past, everyone's been through war and she was sure that maybe Germany knew what she was going through. Or perhaps not, Germany hadn't been under English rule as a child, right? So maybe he wouldn't know exactly everything she had to go through. But he was smart, so maybe he saw the reasoning behind her conditions. He agreed. Wait...he agreed? Did he just...whoa. Her serious stare had once again turned into a happy smile. "Really?" she watched him sign the papers and then she quickly took out her own pen and began to sign his. "Oh, nope. It doesn't. This counts as a little business trip. But I'm free at the end of the week." she said with a smile. She was really happy he was taking this seriously. If he just ignored her then she wouldn't know what to do. She would feel left out and abandoned. But she was glad Germany knew better then just to ignore her. [/blockquote]
